건립취지문

경찰은 건국 · 구국 · 호국 · 민주경찰로서 역사의 구비마다 혼신의 힘을 기울여 나라와 국민을 위하여 임무수행에 최선을 다해왔다.
특히 1950년 6·25전쟁이 일어난 그 해 8월, 북한군은 대구 점령을 목표로 낙동강전선에 전투력을 증강하여 총공격을 시작하면서 대구 중심가에 포탄이 떨어지고, 영천이 무너지는 등 전황이 극도로 불리해지자 정부를 비롯한 국방부는 물론, 미8군사령부까지 부산으로 이동하고 마지막으로 경찰도 철수하라는 요청이 있었다. 하지만, 당시 경찰총수였던 조병옥 내무부장관은 "대구를 적에게 내주는 것은 나라를 내주는 것과 같다", "우리 경찰만이라도 대구방어에 반드시 대구를 사수하여야 한다"는 필사의 굳은 결의로 공포에 사로잡힌 70만 대구시민을 보호하고 군과 더불어 구국불퇴의 결사항전으로 대구방어에 큰 몫을 다함으로써 맥아더장군이 지휘한 인천상륙작전의 성공적 발판을 만들어 전쟁 국면을 반전시키는 계기를 마련하여 구국경찰의 역할을 휼륭이 수행하였다.

이와 같이 경찰은 대구를 지키기 위한 낙동강 방어 전투에서 15,000여 명이 참전하여 전시기록에 있는 197명의 구국경찰이 나라를 위해 장렬하게 산화하였는 바, 이는 경찰의 대구사수 정신이 되어 전사에 길이 빛나고 있다. 하지만, 반세기가 훌쩍 넘은 오늘에 이르기까지 안식처조차 마련하지 못하여 매우 안타깝게 여기어 오던 중 경북지방경찰청을 방문한 이무영 경찰청장께서 전용찬 경북청장이 건의한 구국경찰충혼비 건립계획을 보고 받고 적극적으로 지원함으로써 구국경찰의 성지인 이곳 다부동 6·25 견적지에 전국에서 처음으로 구국경찰충혼비로 이름한 비를 건립하여 조국을 위해 몸바치신 영령들의 넋을 위로하고, 참전경찰관들의 이름을 새겨 작은 소망이나마 이루도록 하였으며, 구국정신을 일깨워줄 수 있는 산교육의 터전과 참배 장소로 활용하기 위하여 전 경찰의 뜻을 모아 구국경찰충혼비를 세우게 되었다.

The police spirit for national salvation

On June 25, 1950, North Korean military forces made a sudden attack on South Korea and captured Seoul within three days. The North Korean forces continued their push to the Nakdong River. At the end of July, the enemy launched a surprise attack on Daegu while continuing to focus its military forces on the front line of the Nakdong River. On September 5, the defensive line at Yongchon crumbled to enemy forces and Daegu fell under further threat. As allied forces were being pushed back, the South Korean government, the South Korean military command, and the U.S Eighth Army command retreated to Busan. However, the Minister of Home Affairs, Cho Byong OK, took action to protect the citizens of Daegu. Cho Byong OK was aware that the fall of Daegu would probably lead to South Korea's defeat. With this insight, he ordered the police forces to defend the city. The police forces joined with the military forces to defend the Nakdong River. This strategy played a significant role in holding enemy forces and aided the successful landing operations in Incheon by General MacArthur on September 18th. The commitment by the police forces to help holding the defensive line cost the lives of many young police officers. Unknown officers and 197 officers on the Roll of Honor dedicated their lives to the national subsistence. Their sublime spirit still shines in Korean history. It is unfortunate that a display to honor their bravery has not been established in the half century.
